GITA came into existence in 2007 with a handshake of public sector i.e. DST with private sector i.e. Confederation of Indian Industry (CII) having 51% and 49% equities respectively. It is registered as Section 25 Company and is working with a mandate to promote collaborative R&D.

Through bilateral programmes, GITA supports collaborative research projects to be undertaken by public/private sectors in India and other countries such as Israel, Canada, Italy, Korea, Spain, U.K., Taiwan, USA and Finland
Multilateral programmes consist of a network of foreign entities e.g. The Enterprise Europe Network (ENN) and Innovation Driven Initiative for the Development and Integration of Indian and European Research (INNO INDIGO)
The programme was launched by the Ministry of Heavy Industries and Public Enterprises, GoI and is executed by GITA. The programme provides Financial grant up to 25% of the R&D project cost with a maximum limit of ₹10 Cr.
The fund is jointly managed by GITA and Defence Research and Development Organisation (DRDO), Ministry of Defence (MoD) to promote the development of defence related technologies by participation from public and private sectors.
